As of mid-2025 (per Airbtics' market data), Phuket had roughly 12,675 active Airbnb listings — and that's Airbnb alone, before Booking.com and Agoda inventory. Average occupancy ran about 67%, with an average daily rate around THB 2,890. For context against the rest of Thailand (from our Thailand report): Koh Samui's flagship areas run higher rates at lower occupancy, Krabi's Ao Nang has been adding supply at nearly double-digit growth, and Chiang Mai plays a different, longer-stay game entirely.

Two structural demand layers make Phuket unusual:

  • Classic leisure tourism — the high season (roughly November–April) drives the island's peak pricing, with European winter-sun demand layered over regional travellers year-round.
  • Remote workers and long-stayers — Thailand's Destination Thailand Visa (DTV), formalized in 2024, gives remote workers a five-year on-ramp, and upscale monthly rentals in Phuket run roughly $1,800–2,800/month. A calendar that blends nightly high-season stays with monthly shoulder-season stays is one of the island's most effective revenue shapes.

The 30-day rule: Phuket's defining constraint

Thailand's Hotel Act makes renting for stays under 30 nights without a hotel licence illegal — and this, not demand, is the defining constraint of the Phuket market. The uncomfortable, widely-reported reality: essentially none of the island's thousands of platform listings hold hotel licences, and enforcement has been tightening — inspections and fines in tourist hotspots picked up from late 2023 and have remained active since, with attention on properties advertised on Airbnb and Booking.com.

There is a legal route, and serious operators use it: the non-hotel registration. Properties with up to 4 rental rooms and capacity for 20 guests can register with the district office, which permits stays under 30 nights legally — this is the standard legal basis for private holiday villas on the island. The practical hierarchy in 2026:

  1. Registered villas (≤4 rooms, district-office registration) — legal short stays, the professional standard.
  2. Licensed hotels/resorts — full flexibility, out of reach for individual units.
  3. 30-day-minimum condo plays — legal without registration, aimed at the DTV/long-stay market.
  4. Unlicensed short-stay listings — the grey mass, carrying real and growing enforcement risk.
